Even though most car rental places prefer you to be 25 in order to rent their cars, you can normally pay additional and rent under their "underage driver clause". I believe it's about $100 extra.
Came back to add, I know that alamo allows you to rent using a debit card if you have a return ticket (airline), or you may be able to rent from another rental organization but you would have pay an extra deposit.

try budget rent a car,,but i think you have to be 25 not sure,,

I don't see why not, as long as you have a valid driver's license and insurance info.
