What your teacher was trying to say was that the only way your grades was going to get higher was to "throw some D's on that b itch." Which is a popular rap song out now by Rich Boy. D's are Daytons. They are rims people like to put on their cars, especially Cadillacs, to make them look more flashy. Your teacher was being a smart a ss, your reply should have been "Just bought a Cadillac." (with a Southern accent)

The teacher reads Little Johnny's report card. "Hmm...let's see Johnny. F, F, F, F, and another F!" Little Johnny replies, "Well, I try." The teacher says, "Man, your report card's so bad, we have to 'Throw Some D's On That B*tch"
You get it? She said to throw some D's on the report card, because you know how teachers are, they want to improve the students grades, therefore, Trying to say Little Johnny needs to improve his grade(s). Do you get it now? Lol ^.^

A "sluggish learner" could be a Dolphin or Orca that did no longer do nicely in training for the shows they placed on in Sea international. If a guy said it, i don't understand it.
If a girl said it, then i think it means she used her (ahem) breasts as a way of getting the teacher (i'm guessing male) to increase her grade.
The joke doesn't seemed to be well phrased, which could lead to multiple points of interpretation, this was mine.

Throw some D's on it is the title to a song. lol. It's a simple joke. The song goes "Throw some D's on this Bit**." or sumthin like thta. so it say throw some D's on it. for the report card! :) easy as 1-2-3...lol hope i helped!
