there is no "best place" it all depends on what suits the girl and what she wants out of her tattoo. i don't believe in masculine and feminine tattoo placement. i know girls with tattoos everywhere that guys have them and vice versa. definitely some tattoos look better in some places rather than others. like an oblong tattoo looks better on the arm or thigh where a large round tattoo will look better on the back or stomach. but it all depends on you, the person getting tattooed.

Well i have a tattoo on my lower back n i live in regina i got it from Rising Sun by the owner he was pretty good but cost 300$ (mine covers all of my lower back almost and it was very painless so i suggest you go to someone who is authorized and perhaps an owner of such a shop definately not an at home procedure. you want the shop to be clean otherwise you might get hiv!

Depends on if you mean where as in the best shop or where as in the best location on the body.
As for the latter, just think about what that area will look like when you're 60 and contemplate how cute it will be then.

Anywhere you feel comfortable with it. It should not matter what other people think you are better yet should be getting a tattoo for yourself meaning it should be where you want it if you are not then DONT get one.

some place that isn't going to be prone to distortion like stomach and lower back. arms are OK it you don't gain alot of weight or muscle. lower arms, wrists and lower legs and shoulder blades are good spots.

back shoulders arms legs ankles... stay away from belly, bum thighs, and breasts. why because these areas are more prone to stretching. therefore distortions of the tattoo and it looking horrible.
