Dish soap works if you scrub long enough(1-5 min). Gloves are your best friend if you want to keep your hands clean.

This may sound crazy but if the above suggestions don't work, try breaking up the oil with another oil. I.e. make a scrub of baby oil & epsom salt or use SolarOil hand scrub to exfoliate the skin and loosen the oil.
Rinse really well and follow up w/ a nail brush and Dawn detergent.
Do this every day & follow with a moisturizer like Neutrogena Norwegian Hand Cream. (Moist skin has a natural barrier that helps shield it from dirt and doesn't have cracks where dirt can stick.)
To prevent continued exposure to oil, he should consider using latex gloves. I've seen mechanics wear them @ my local auto shop and oil replacer shop.

Degreaser such as greased lightning or simple green or even Dawn detergent may work.
They also sell a pumice product specifically for this.
Soaking his hands may also help.

...stop in your local Auto-parts store... get some hand cleaner specifically designed for oil and grease... or something with a "kick" to it like Naphtha or mineral spirits or one of the more volatile liquids... but don't blow-yourself up.

A VERY mild chlorine bleach solution and dishwashing liquid. Make sure the bleach solution is VERY mild or he could chemically burn his hands. Soak the hands for a short time in the bleach solution and then scrub with the dishwashing liquid. Be very careful with the bleach solution.
