power to fly because you can go anywhere and you have use it every time because you need to go some where. The power to breathe under water doesn't come in handy.

fly because no planes or gas and also it would be cool to look down and see the city. i wish i could read minds too, that would be cool. but not all the time like on that movie 'what women want" cause it would be annoying to hear what people are thinking all the time. only on command would be cool.

fly, no airplane tickets or gas ! :)
in the water there mighth be sharks and your skin can tear easily after your in the water for a while so definetly FLY!
