We currently are in the city limits of a city (Birmingham,AL), but we are seperated from the rest of the city and would like to become part of a smaller city that completely surrounds our subdivision. We bascially live in a two street subdivision completely surrounded by a different city than we are located in. Any ideas on how to push for annexing into the surrounding city?

It's quite complex...

First of all, your situation is more difficult because your subdivision is currently already part of a city. So, first you have to get approval to be separated from Birmingham's board of commissioners (start at city hall - city manager)... then you have to file with Alabama's state boundary review board to reset your boundaries.... petitions, signatures, etc... are involved.

Annexation decisions are made between local municipality (city) Your current community's boundaries sound interesting, however you cannot expect the adjoining city to provide any of the incidentals that you need to be successful unless they receive something in return. For example, in the City of Birmingham, you are paying taxes so that you can receive police, fire protection and water/sewer. The adjacent city is not receiving any financial support from you, so they would be less likely to send a police officer out if your neighbors do something criminal.

So try to get the services that you need from the one who you're paying your taxes to. If there was anything extraordinary about your community, the adjoining city would have attempted to annex your area long ago.

We are also a seperate sub-divison of the city of Pittsburgh Pennsylvania. Our subdivision is more commonly known as a seperate borough titled Mt. Oliver, After numerous visits to the municipal building of Mt. Oliver no favorable results have happened. During our initial visit we were told to start a petition and canvas the borough for signatures. We submitted the said petition and we are awaiting the decision of those on the Board of Directors for Mt Oliver. Suggestively speaking, try a petition and submit it. you file secession papers at the Birmingham city hall, and apply for annexation at surounding city al.

A plebiscite must be undertaken to let the people vote to remain in the present city or be transferred to another.
