Brazil and a close second nowadays the Midwest of the United States (specifically the Archer Daniels Midland plants in Illinois).

Australia and Western Europe also produce a significant quantity of ethanol, but they are far behind Brzil and the US.

I would start by finding out who the largest beer companies are and comparing it to the total output of hard liquor companies. Beer has an average ethanol of about 6% whereas a typical hard liquor has 43%. This should tell you who makes the most ethanol.
