I am not looking for personal opinions but actual definitions from a qualified source, especially if it is defined by some NATO official or the like. My question is basically this: Where does NATO promote peace and stability? The preamble reads: “They [ the parties of this treaty] seek to promote stability and well-being in the North Atlantic area. They are resolved to unite their efforts for collective defence and for the preservation of peace and security.” What does that "North Atlantic area" refer to? Does that include all Russia? (That is what I want to know) Does NATO have to promote peace and stability towards/to Russia?

Again, I am not looking for personal opinions. Links to articles, definitions, dictionaries, etc. are what I am looking for. Thank you in advance.

Basically, it means all of Europe, North America, Algeria, and Turkey all eligible for membership.
