Yes, but it would be good to use a protein treatment on your permanent dye job to rebuild your hair structure a little bit before you place any product on top of it. As your hair is probably pretty weak and or dry right now. Semi-permanents have no ammonia or peroxide so you risk no damage.

You've recieved very poor advice so far on this forumn. You've done a double hair process with the permanent dye and it will damage your hair even more by removing the color with another chemical process.

This is a horid habit to get into. If you don't want to go to a salon (which is always your best bet) stick with a semi permanent dye. If you like the color, go to a perminant. DO NOT die your hair more than once in a week. A good period of time to stick to is 3 months. If you get something you don't like, wash your hair twice a day. Also, don't go too drastic your first time. If you think you might like red, go a suddle red, then when it washes out go a little bolder . . . do this until you find what you like. If you ruin your hair by dying it too much, you'll find you're going to have to wait a lot longer to get the look you want if you fry it.

You should really go to a stylist. Trying to even something up yourself is just not smart.
