I would say that this means that if you are a leader no matter what of, you must always listen to the people's opinion. Kind of like our government. The president can't just make a decision and go with it. He has to listen to the public opinion and see what is favorable to others, rather then himself.

I guess it means that the "leader" must listen to those who follow or the voices of the people because of the fact that he is a leader and to be a leader u have to listen to those around u, their thoughts....and do what its best interest for the group as a whole not only urelf..i dunno ... srry i couldnt think of any other word besides "lead"......

it means a leader must listen to the voices (needs) of the people in order to lead them...when he doesnt listen he will be unable to full fill their needs and will not be an adequate leader.
