riight click it and make sure where it says "lock the taskbar" does not have a check next to it. Then click and drag it to the bottom.

1. Right click the taskbar

Make sure "Lock the Taskbar" is unchecked. If it is checked uncheck it by left clicking

2. Drag the taskbar to the bottom of the screen. By holding down left click and move the mouse to the bottom of the screen.

The mouse cursor should snap to the bottom position.

3. Release

4. To prevent it from moving Right Click the taskbar and select "Lock the Taskbar".

Sure. Either leave it there or drag and drop it where it was. Point you pointer at it, click, hold it down, and drag it to the position you desire.
