What are the possible reasons for a person who was listed on a Megan's Law list to stop being listed? Don't offenders have to stay in the state they were convicted in, or can they move?

The person in question is now incarcerated in Indiana. His crime was commited in California,so I do not know how or why he ended up in Indiana. His mother lives in California, and his brother is incarcerated in California for the same type crime. But at least they are in custody. Thanks to all who had comments
