If you think the ME is fst builders you should take a look at Chinese and Asian construction projects.
Was invited to a seminar held by Microsoft and other firms who trade in China and one of the presenters showed slides to the changing skyline not just year by year but month by month.
First and foremost they do not spend countless hours doing committee emetings and counter committee meeetings on every little detail. they do not need to. Once a design say of a building is setled even before the ink is dry men are ordering the supplys neded in each phase of construction from proven suppliers, not by the lowest bids, someone is raising the avbailable work force complete down to the uniforms they will wear while at work, where they will stay and down to the food they will eat if the project is outside of normal environments build a tent city or set up bus line or train schedules to move extra workers even asking for more cars to be added to trains and to run at certain times. In fact the shift changes may even be determined by the times workers arrive and depart according to the train schedules.
Here is soemthing else tey get ready, schools for chilren of workers and medical centers.
No it is not like a military exercize as no us military exercize was ever that effecient.
Lets comae to a recent example here in Washington state. A simple walkand bike way over a four lane street estimated cost to build 1.25 million by contractor bid. The walkway began 2 years after the intial contract was signed and each phase was bid out to the lowest price and the cost overrun to the taxpayer was a cool 500,000 dollars
For two years previous city planners had hired 4 different firms to design the crossing on an average of 30,000 each plan each plan from contractors was sent back at least once with changes wanted by city, added cost? the very same 30,000 each revision.
8 different city entitys were in on planing taking numerous meetings and retreats and this is all before they gave plans to professionasls to design. Because the walkway joined two city streets onto a county park you had the county surveyors doing survey work the city had done previously and because the 4 lane was a state route the state had to approve each and every revison and do a survey of their own.
6 years later as I walked upon it cracks were appearing along its edges where they had set the metal post that held the chainlink fences in place. grafittit scribled everywhere dog and human waste litter it and quite possibly at most 15 people a day walk with maybe twice that many childen in the summer.
The system has waste built into it and it is not the laborer who caused it it is the management who after years of steady poor management and so used to getting government and big buisnes contracts know they can take time, make mistakes and still have heavy cost due to labor and shotage cost overrides as the percent of profit remains almost the same as when it used to be done on a more effecient. basis with lower cost. A previous job cost this much and of course it cost more next yer and the yeart after is the belief and city or whomever is not checking that wages have not gone up concrete prices are lower than 5 years ago etc etc.

They could build the thing in less time for cheaper cost but then have nothign to do for months until the next contract.
Coolege educated are trained in same methodology and defer to the experts who they are supposed to be overseeing for the city who have never once since leabing school 5 years ago done a lick of real cost effeciency analasys or a days manual labor for that matter.
As the one highway construction firm did after Caifornia earthquake and Weyerhauser did in Washington for on ramps onto federal highway they did their own cost analasys and said we can do it cheaper if you the state just give us the jobs and then we will bill you. Highway got built in 1'2 the time as if it had gone normal routes an the overpass and on ramps that weyuerhause had designed came in under 1/4 the cost of the lowest bidder.
It ain't the worker that has screwed up american enterprise it is the managers.
Now one can see how Hlaiburton gts to make so much money and why those in government do not care or blik=nk wehn in past they talked of milions, then billions and in less than last ten years they now talk in Trillions. the peopel are not geting more benfits it sithe management who are stealing and wasting it.

Plus you have to remember--every time you see that stuff, it's really a subtle advertisement, begging people from around the world to actually occupy (rent) those office spaces in the Middle East. Think of it as an INVESTMENT by rich arab rather than natural expansion.

Mainly because the middle east doesn't have to deal with a horde of lawyers, bureaucrats, and labor unions...groups that work at odds with each other for the same cause--to drive the price of the construction up so they make a lot of money off of it.

Because there is no real reason to rebuild the "Freedom Tower." However, there is a reason to rebuild half your city when it gets destroyed.

Countries in the Middle East are used to reconstruction from buildings being blown up. That's the difference.

The former owners of the World Trade Center are too busy spending the billions in insurance they got from what I allege... blowing up their own buildings.

Could it be that we are footing the expense of rebuilding their city....no one is paying to rebuild our towers.

It is always easier when someone else picks the tab.
