one that has loads of special affects and features.apart from that,is there a nice looking scrapbook -type software to put photos that are already on your computer into,which has a nice interface.

the Free Photo Software from google is my favorite, it helps edit,search,organize,share,email,upload and even print photos and yet it is Free.
you can also use it to post photos directly to your blog.

Well Paint.Net is good and is free but dosent have loads of effects yet but has effects that you normally have to pay £550 for photoshop cs2 to get but overall its good but personally I use both Photo Impact XL and Paint.Net and although Photo Impact isnt free its not very expensive.

But you should get Paint.Net as it has lots of nice features in.

Photoshop by Adobe for sure --- but it is way overpriced and it can be very bulky on your system and somewhat complicated to learn

As far as freeware it would be a toss-up between Irfanview and Paint.net both of which are very capable programs-- are loaded with features and have fairly simple learning curves !!!

Picassa is good. Lots of useful stuff.Adobe Photoalbum3 comes as a download with Adobe Reader.Not as good as the paid-for version,but great for a freeby.

try out a free download called picassa, lots of effects and it also helps to organise your photos
