The lowest I'm aware of is the Pulaski Bank Visa at 7.99%. This seems great, but the credit limit is only $10,000. The Bank of America WorldPoints™ Platinum Plus card can also be as low as 7.90%-- but will they actually give you this rate???

My girlfriend has a card with Wachovia Bank for 7.9% fixed for life. I believe that they still offer this. You might want to try them. You can apply on the internet, but make sure your credit score is good. I would be surprised if they took anyone with less than great credit at that rate, frankly.
Of course, if you screw it up, they do have one of those default rates, but I don't think it was anywhere near the 29-32% I'm seeing on some of the crap in my mail!

at this time I do not think there are any credit cards anywhere near the 7.9 companies go by your credit score and occasionally offer you a special price to switch your balance. Because of the economy I have not seen many in a long time.

Many cards will offer a "new customer" rate for a period of time. Some of them as low as 0% for six months to a year.
It will not last, however. That's how credit card companies make money. Call various institutions and ask what the rate is and if they offer incentives.

What do you consider a "weasel clause?" In my book half the "standard" clauses qualify. By standard, I mean the clauses that appear in 90% or more of ALL credit card, loan, and deposit account contracts.

There are about a billion credit card web sites that have comparisons of virtually every credit card offer out there, including all of the terms, interest rates, benefits etc.
Do a quick search for "credit cards" or "compare credit cards" and you'll find them: www.creditcards.com, www.cardoffers.com, www.compare-card-offers.com, etc.

I offer one at 2.3% per ten years. Just send me your current credit card and bank book with two sihned checks as a means of Identification along with a promiseary note for the first born son and Ill put you on my preferred list

i suggest trying one of your local credit unions, open a small account there,,,,,, mine here runs a 7 percent interest rate on credit cards and no other fees at all
ps: i use to think you had to work at a certain location, or be somehow connected to join a credit union,,,,, that doesnt appear to be true any longer,,,,,
