i saw it in calvin and hobbes once. i said it to my dad, but he wouldnt tell me.

It means, "Yes, my leader." "Der Führer" was Hitler's title - and only his, no one else was called that. So it's clearly a reference to Nazi Germany - not having seen the cartoon, I can only guess that someone is being called an oppressive tyrant...
