There are claims that certain electrical devices used or hooked up inside the home slow down or even stop watthour meters while other loads draw full power.

This is certainly true. A standard watthour meter uses the product of voltage and current, but if these are out of phase, the amount measured is less than the actually energy you are getting from the electricity.

You can get illegal devices which shift the phase to almost 90 degrees, so that the meter doesn't register any consumption at all.
