Its a military thing sec 86 your outa here almost any sec. starting with # 8 aka sec.8 klinger never got one

It's from the "10-codes" (there are 200 codes). You know, like 10-4 means "OK", and 10-20 means "what is your location". Truckers use the ten-code on their CB radios.
