I believe the transformer is on city property. You could plant perennial plants that would grow up beside the box. The only thing with that is, would maintenance workers have to access the box? I would check with the city or town municipalities and get permission or find out if its okay within your bylaws.

Erect a lattice-work structure around it, but at least a few inches away (this can be done either simply, with wire through the edges, or by driving in 4 posts and putting panels on to contain the wood, plastic, or fibro-cement lattice) and grow vines, like Jasminoides, through the lattice. Access should be made available through the back, so I would grow on 3 sides only, possibly covering the rear with fake vines.

I would recommend consulting wih the utility company before doing anything at all to the box. You could cause the transformer to overheat and burn out or worse someone could be electrocuted because you have caused the transformer to short out. Get their permission before putting anything close to the box or making any alterations as you may be facing legal problems if you don't.

Definitely no vines. They will be removed by service personnel. You will not be happy. Any permanent structures too close to the unit will also be problematic if there arises a need for service. If a fault occurs inside the pad, you will most likely be unable to remove your cover without serious risk to yourself.

A picket fence. A fake doghouse. paint.

Be aware that a) it isn't yours and b) it may get hot and c) if it gets too hot and burns out, the bill could get hefty.

Its only 2 foot high so could be hidden with a small rockery or a bush

I have seen large fake rocks made of fiberglass to cover the boxes. check with local lawn and garden centers.

You can plant bushes around it, but be aware that if the electrical company needs access to it, that they will cut away anything they need to so that they can get to it.

Someone in my neighborhood painted his in camouflage colors. You can also try to get plants that will grow over it like the climbing variety.
