it looks like you are trying to make a soup.
I would start out like this:
peel, and cut your onions in little pieces, it doesn't matter how you make little pieces, just try to make them. This is a lot of onion, so it will take a while.
Then take the celery...(I think a whole bunch is too much), so use only half. take the rips off one by one, wash then under cold water, and dry them. Now cut them into small chunks.
Now take the carrots, peel them, (if you don't have a peeler just scrub them)....cut them in half lenght-wise and chop those in very small pieces.
Next take the green peppers.
Take the top and the end off....half them....take out the white stuff, and rinse the seeds away by rinsing them under cold water. dry them....now cut those into small pieces.
Use a little..(maybe a teaspoon) butter, or oil, or margarine and saute your vegetables until your onions looks a little like glass.
Don't brown them...so use low heat.
It takes a little patience.
Now cover your sauteed vegetables with hot water. Just use enough water to cover them.
Let this come to a slow rolling boil.
Now add your beef broth
your stewed tomatoes
your beans
and your soup mix.
Let that come to a slow boil and cook until all your vegetables are nice and soft.

I would saute the veggies in a little olive oil (@ 2 tablespoons) first and in this order: green onions, celery, carrots, green peppers. After about 5 minutes, add tomatoes and green beans. Sauteing brings out the veggie flavors much better. Then add the tomatoes with the juice, beef broth, Lipton soup. Add one cup water. See if it makes it soupy enough for you. If not, add 1/4 cup at a time until it looks right for soup. then boil and follow rest of instructions.

Well, it tells you to cover with water, but I didn't find where it told you what to do with the beef broth and Lipton Soup Mix ... so I would put the cut up vegetables in a saucepan, pour the soup mix over them, and then pour the can of beef broth (good luck on guessing the size - it didn't say) over. If the vegetables are not covered, then I would add some water ... a little at a time ... until they are covered and then proceed to boil and simmer.

Wash and cut up the vegetables (geen beans, celery, green peppers,carrots) and put them in a good-sized cooking pot.
Put enough water in the pot so that the vegetable pieces are covered. Cook them (with a lid on the pot; bring the water to a gentle boil)until you can stick a large stirring spoon in the pot and mash the vegetable pieces just a bit (don't let them get too mushy). Proceed with the rest of the recipe.

It means first cook the veggies in water, then I'd dump the rest of the water out and add the other ingredients. It doesn't sound like the best recipe to tell you the truth. For example, it doesn't say you should drain the green beans first.. Also, green peppers shouldn't be boiled... that's just gross. I'd find a different recipe.

my understanding is that you boil the fresh veggies (celery, green onions, carrots, and green peppers) as it tells you to. then, reduce heat and add the remaining ingredients (tomatoes, broth, soup mix, and green beans) and simmer until it's a good soup consistency. the point of boiling first is simply to tenderize the veggies - once you add the other ingredients, your soup is basically ready, but you want it to simmer to allow the flavors to mix first.

If there is excess water, then simmer, this is called cooking down. It will remove excess water, and give you better flavor. Just be sure to stir every once in a while. This is how I cook all my veggies and beans. Just simmer on low until most of the water is gone or until thickened.
