There should be a sticker or plate attached to the transformer indicating clearances to maintain for proper access. Following these guidelines will ensure you do not have your prized shrubbery (or fence) cut (or disassembled). Be sure to keep the pad visible from the street to ensure timely locating and restoration for field crews. If the top opens from another direction, be sure to allow room to work. Otherwise, a routine maintenance action could result in some friction between you and your utility company if there were need to "modify" your "cover".

It's a shame isn't it?If people only knew what that thing cost ,They wouldn't think it was so ugly. (Like having a rolls in the drive and nobody knows what it is) and the power company doesn't give a crap that you have to look at it every day either. we have done all kind of things depending on the landscape and house style... wishing wells. outhouse, woodshed, rock garden, shrubs fences and stone walls. All are fine as long as the power company can gain access 24/7.Take your pick.
good luck

Youo must leave access to the box for workers. Otherwise you can make a planting around around 3 sides using medium size evergreen shrubs, lower shrubs and maybe accent boulder or some such. Trust me, after you and your neighbors get greenery around the neighborhood, those boxes disappear. Just remember, don't cover them up, they must be accessible by utility workers.
