You sound young enough that it really doesn't matter if he has a girlfriend or not. To answer your question, guys don't touch girls they wouldn't have sex with, so yes, he was hitting on you.

He was so flirting!! Which is not very good because he has a girlfriend, if you want ( and are very good friends with his gf) then you can tell her what he did. Else, don't say anything, and if he does it again i would say something to him to make him stop, because if he is doing that to you he is such a player!

If it was intentional, it's called "playing footsie" and would definitely qualify as flirting, and cheating in this case. Or maybe he just didn't realize it was *your* leg he was rubbing... any chance he confused it with his girlfriend's leg?
