Do a search on the DoD website concerning "conscription" and "selective service".
The Pentagon always maintains plans for a draft, however, Congress would have to vote to implement it. And no Congressman would do that under the current circumstances, regardless of their party.
You asked about causes and effects....
Well, if a World War were to erupt, we'd go to a draft very quickly. If a regional war broke out that we had to get involved in (Taiwan, Iran, North Korea), it would probably just end the war in Iraq and we'd devote our attention to the new conflict.
Our current armed forces are just about unstoppable against a conventional military. Occupation is a whole different story -- you need huge armies for that. But if we just had to fight a war and end it without occupying, I seriously doubt a draft would be necessary.
Effects? Well, under the current circumstances I think you'd see riots in the streets, literally. But if it came about because of new developments, I think the people would be pretty supportive just as they were in WW2. You'd probably even see a lot of enlistment.
I certainly wouldn't worry about a draft anytime soon, though.

At the moment there are no plans for a draft; the President *will not* ask for one, although I wouldn't put it past Congress to force one through just to embarrass him. It remains a requirement to register for males of the appropriate ages, but there's no practical effect at the moment.
If a larger conflict should occur, however (suppose Iran starts tossing nukes around), and last longer than 6-12 months, then a draft may be very likely. The Selective Service, using guidelines set by Congress, will begin calling up registered persons to be screened for service. The exact details are uncertain, but past drafts have included review of cases to exclude those physically or mentally unfit for service; as well as exemptions for conscientious objectors and those deemed indispensable to work here on the home front.
Incidentally: The President *cannot* call up a draft independently of Congress; but will usually initiate the process by asking Congress to pass the appropriate legislation.

There is no current draft in effect
all military personnel are of voluntary service
But, if the current trend proceeds and we continue to lose the numbers signing up for service OR we get into an esculation of the war--- people can expect the re-introduction of the draft to be brought up and very possibly passed !!!

There is no draft, nor will there be unless we go to war with Iran or a nuclear attack happens on US soil. The side effects of a future draft will be Victory.

Well the draft was put away a long time ago. The draft usually will be brought back when soldiers die of or retire and thery need more. Usually if your in college or havea family you wont have to go for what i understand.

There is no information about a draft. In case you haven't been around for the last 30 years, the draft was declared unconstitutional. The military is 100% voluntary. There's some information for you. Soak it in, learn it, and stop asking this stupid question.

there is no draft at the moment. i think there should be, even if only to give the troops a much needed rest. and if you are drafted, i think you will grow up faster, plus, it would help with the employment situation, teach you something, and give us a bigger standing army. lord knows, we could use one right now. BEEN drafted.

What draft? I didn't hear anything about a draft, except for Charles Rangel (D) trying to scare all the liberal wimps into thinking they are gonna have to leave their lazyboys and actually fight for their country, no, no draft.
But, if they do draft, I think they should run a filter to pick women and fat people first, women, because they have been wanting to be equal, fine, let them register when they turn 18 down at the post office, and fat people, because, well, they need the exercise.
