There are mass amounts of chemicals in my tap water, it makes my skin dry & itchy. I put lotion on right after my shower, before dryin’ off, but I am wonderin’ what to do about those few places that I can’t put lotion on.

If your really worried about putting lotion there your could use A & D cream(not the one with zinc-it's white this one is yellowish) I used for my daughter but it is actually for all areas of irritated skin not just diaper rash. If it worked on my daughter's sensitive skin in that area sure it would be fine for you. A little of it goes a long way.

The water where I live is also very harsh.
What I recommend is a body wash intended for people with dry skin that can be applied in the shower or bath. This is safe to use downstairs as well as has moisturizers to quench your skin.

If your skin is a bit more harsh, I recommend applying baby oil right after drying off.

The Crystal Ball for the Bath - New series 3000

The answer to chlorine removal from your bath water
The Crystal Ball for the Bath is an entirely new concept in de-chlorinating bath water.
Requires no plumbing attachment. It works right in the tub.
Removes 90% or more of total chlorine for a healthier bath and can remove up to 100% if left in tub water longer.
Uses replaceable media pouches
Life of unit is 200-300 baths or 1 x per year.
Contains 1 1/2 oz of KDF 73 and 1 oz Virgin American Crystalline Quartz

New Series 3000:

a larger and redesigned ball (outer shell)
more media in the ball - up to 7000 linear feet of surface area
easier water flow
new looking tabs

Improves lathering and sudsing with Crystalline quartz
No more chlorine and dry, scaly skin
Healthier, Younger looking skin
Relief from dry skin
Great for baby's bathinette
Safe for infants, adults, & pets

How it works: When water comes in contact with the media filament inside the fabric pouch the chlorine ions in the water are converted into a harmless chloride. The toxic effects of chlorine, chloriamines, and chlorine gas are eliminated with the aid of a special media. Chlorine is removed quickly when the Crystal Ball is circulated through the water. The crystalline quartz mixed with the media reduces the molecular structure of water into smaller clusters enhancing sudsing and lathering of soap.

I would try the oil of olay in shower body lotion. You apply it in the shower and then rinse it off so it should be safe for those types of areas.
