If she is having sex with him then yes, something can be done. I know in Florida the states that 15 and younger is under the age of consent. So here, if one person is 15 and the other is 16 and they have sex, it is statutory rape and the state comes in and arrests the person who is over the age of 15. So, if they are having sex and it can be proven then my guess is that he can be arrested and charged with statutory rape and in Florida, once the person is convicted they have to register as a sex offender the rest of their lives and cannot live within so many feet of places such as play grounds or schools.
My advice to you would be to talk to the boyfriend and the sister and let them know what can happen if she has sex with him. Tell him that you will alert the authorities and he will be arrested. I know because my daughter is living with a registered sex offender and I have her children ( he is not the father) but the state will not let him anywhere around them. Not that I blame the state.

It depends what the legal age for consensual sex is in the state of California, if it is 14 and he is 17 thats fine, however if it is 16 and they are having sex it is statutory rape no matter if she consents.

Yes , your mom should tell you to mind your own business and stop being jealous of your sister, she can deal with him if it is a problem in her eyes, but it is not the duty of siblings to play mom and dad to themselves unless their is no mom and dad and then the oldest and or best qualified ought to do so.

until age 18, it is not stagitory. and if the parents wish to sue for rape, the daughter must state that it was indeed rape and not consentual. 14 and 17 are still kids so you are out of luck when it comes to what to do.
