A year old, tops. There's nothing wrong with the one on the market right now. It has breakbeam eyes and is designed off the original Matrix design. I didn't see anything on the Dye website about when the new Rail will be released, but all reports of the current one have been pretty decent.
Rate of fire depends on a lot of things, the main one is how fast the hopper can feed. Theoretically it's possible to shoot 25-35bps, but in reality you would be lucky to pump a full 20bps for any sustained period of time (more than 2-3 seconds). This is due to finger speed and ball feed speed more than how fast the marker will cycle. Any semi-auto marker on the market will cycle faster than anyone can physically shoot or feed paint into it.
