Win9X is just a shorthand way of referring to the family of Microsoft operating systems that were released prior to Windows XP. First was Windows 98, then Windows 98 and finally Windows ME, all built from the same core. Instead of always have to say "Windows 95 and Windows 98" people just said Win9X (where Win is short for Windows and the X just means 'a number') to keep things shorter. Although Windows ME's name isn't of the format "Windows 9X" it's just an improved version of Windows 98 so it's still in the Win9X family.

The other family of operating systems that share a core are Windows NT, then Windows 2000, then Windows XP and finally the new Windows Vista.

And "non-genuine windows operating systems" is just Microsoft's way of referring to illegal pirate copies of Windows that someone's using without having actually bought it themselves.
