Did you feed them earlier? I know from experience that if you throw something to a seagull, a whole bunch will follow you.

I'm jealous, I'm not that close to the ocean... *sigh*. Anyway, people feed them and maybe they're just thinking if they bug you long enough you'll feed them too. Who knows what ornery lurks in the minds of gulls? Then again, maybe you smell good...
