i have a neutered cat, he'll hump all day. it's like "now i don't have to worry about all those dam kittins"

How long ago was he neutered? It takes awhile for testosterone levels to completely disperse after having the surgery....it's not an instant fix. He'll always have some, because that makes him male, even if he doesn't produce it anymore at near the rate that he used to. Even though he can't completely perform anymore, her being in heat does affect his instinctive behavior. He doesn't know that he is incapable of producing offspring, and a female in heat means only one thing to him. And to her.

It probably has a lot to do with the female. As long as she still goes into heat he is going to follow his instinct-even if no kittens come out of it. If you want to stop it the best way would be to get the female fixed as well. That should calm him down and her as well.

Even though he has been fixed he still can mate with your female. Just not have puppies.

He was probably too old when he was neutered, and he "remembers" what he's supposed to do.
