This is an EMERGENCY situation: straining at the litter box. Your kitty may have a blocked urethra and if she cannot pee, her bladder may rip and that will kill her. You need to take your cat to the vet NOW. They will express the bladder (get the pee out via a catherer) and probably prescibe an antibiotic. Then you need to seriously consider changing your cat's diet which incudes more liquids - a wet canned food diet. If the vet takes a urine sample and determines crystals are present, he may prescribe a special diet for your cat.

If she's trying to urinate and is straining (and possibly crying while trying to go), she could have a urinary blockage which is an emergency. Usually, males get blocked because their urethras get smaller as they get closer to the end, females don't. But if she has a lot of crystals built up, then she can be blocked.
She may need to be catherized in order to remove the blockage. If she's not urinating and you wait, she can end up poisoning herself if she can't expel the urine. That can lead to death. At the very least I would call the vet, he may want to see her immediately. If they are closed, you may need to take her to emergency.

You need to watch her to see if she does finally urinate. If there is blockage, this will be very painful for her. The other possibility is she may have a bladder, or urinary tract infection, which may make her think she has to pee all the time. Either way, it looks like a trip to the vet is the true answer. If she is crying, or seems to be in pain, please don't make her wait long. as she could be in very much pain. If she does urinate, check the litter box for blood, or other unnatural discharges.

your cat probably has a urinary tract infection, if she does you need to take her to a vet. If left untrated it can cause kidney failure, and kill the cat
