Even though "el gato" is a masculine noun, is it okay to use "la gata" for a female cat, or is that grammatically incorrect? You can say "el amigo" or "la amiga."

Yes. I have a degree in Spanish.

Other examples:
El profesor / La profesora
El doctor / La doctora

This is the proper way to make most nouns feminine.
