I have the same exact problem! Nothing I have tried has worked. It's impossible to walk down the street without my jack russell trying to attack cars. I use the commands she learned in training and its not working very well because she is so focused on the cars and trucks. Food also does nothing ...she could care less if I have treats with me.

Its' called - either keeping her on a leash, or keeping her within the confines of a fenced in back yard, or inside the house.

You can't teach an animal to undo what it's programmed to do, which in this case is either chase anything moving or at least run wherever she wants to. That would be like trying to teach your hair to spontaneously change color....it's not gonna happen, because that is not how it's designed to happen. However, you can always color your hair to get what you want, and by the same token, you can always collar the dog! :-)

Good luck -

It is not a concept you can teach a dog, they do not have the ability to reason that if a car hits them that it could result in death or injury, best thing to do is keep the dog on leash

Animals are a lot like children - they needs us to help them, teach them, and keep them safe. HOWEVER, animals don't grow up and so will always need us. NO dog should be outside without a leash, unless it's in your yard.

Please be caring and responsible.
