It depends on how fast you're going. My friend and I were going 90 mph in my Ferrari, and we didn't have seatbelts, got pulled over, and the points that were taken because we didn't have seatbelts was 2.

No, it is not a moving violation. You will get a citation only costing you the fine.

i dont think that it counts as a point u just have to pay the fine... but i dont know how it is in all states...
