I'm gonna answer this Q with the top 5 best and worst things about the two cities and you can decide.

London-

Worst:
5) You can't escape McDonalds. They're everywhere.
4) Heathrow is the busiest international airport in the World
3) Confusing underground rail system (mind the gap)
2)
1) Expensive pound vs. dollar (seems like you're spending more)

Best:
5) They drive on the other side of the street (signs painted on the ground tell tourist which way to look for oncoming traffic)
4) Royal Guards at Buckingham Palace
3) London Eye, Big Ben, House of Parliament, London Bridge etc.
2) Signs, food menus, etc. make sense.
1) The speak English!

Paris-

Worst:
5) Dirty in certain parts of Paris (dog poop)
4) Most street signs start with "Rue De" (Confusing)
3) Food menus are difficult to understand.
2) People pretend they don't speak English.
1) It's a hit or miss. Locals are nice or mean. Try speaking in French first.

Best
5) Great bread (seriously)
4) Easy rail system
3) Visit where Princess Diana passed
2) Shopping, more shopping, and even more shopping
1) Eiffel Tower, Notre Dame, the Louvre, Disneyland Paris, much more site-seeing than London

To be honest depending on how long you plan to stay. You can go to both like I did. The Chanel takes you through and underground rail system straight to Paris in about 2 hours. About 4 days each city is enough time to get a good idea of the cities.

No question, Paris is by far a superior city to visit. It still has it's own identity whereas London exudes mediocrity at every turn.

Both are wonderful. You should try to fit both in your schedule as they only a short train ride apart.

If I had to pick one, it would be London. However that is only because it's so easy to visit. They both have more than you can see in a month, and plenty of nice people to meet. Landmarks a plenty, history, and culture.

I have been to both and the best is...Rome.
