For the same reason that girls stare. We are programmed to appreciate and notice those things/people that are attractive to us.

im not an expert on girls but there are loads of reasons why guys stare, im gunan take it ur saying why do guys stare at girls, well if shes hot then there gunan stare, if they fance her there gunna stare if she looks a bit weird then there gunna stare, no real answer to ur question just that guys do stare it is a freedom a lot of people have.

They think we are HOT!! and are embarassed to admit it
OR they think we are ugly or weird and dont say anything cause its rude and they know were gonna slap them for that

creepy isnt it, I also hate when they stare into your eyes I do customer service, and I am sick of men say YOU HAVE BED ROOM EYES
