I assume VW made the first VW Beetle.
EDIT for comments:
Ferdinand Porsche may have designed it but Porsche was not started for a while after. It was still VW (Volkswagen translates into The People's Car)

"Made" is a loose term.
Hitler came up with the idea. Theory is he stole the idea from ford, but that has never been proven. All hitler did was draw a vaguely beetle shape on a napkin.
He then instructed Porsche (the man, not the formed later company) to actually "design" the car, and "Get back to him"
The car was called "Volkswagen Type 1" [NOT beetle.. that was an american term applied to it]
The cars were actually CONSTRUCTED by "daimler"
You might know daimler as part of mercedes benz nowadays.
The "daimler" construction was short lived, and "Volkswagen" was formed as an actual, standalone company.
Volkswagen AG, btw, is a VERY large company nowadays.. You'd be surprised as to some companies they own
Lamborghini
Bentley
Bugatti
Seat (european only)
Skoda (european only)
and of course, they are also Audi.
What you call the beetle was built from the 30s till today, but wasn't called the beetle, officially, until 1967.
It also has the distinction of being one of the longest running production vehicles in history.
1938 - 2007 (so far) makes 69 YEARS that the beetle has been built. Sometimes it was discontinued IN CERTAIN MARKETS (like the usa) but it was ALWAYS in production, somewhere.
Odd tidbit.. In south america, the old style beetle was till built until 2003!
The "New Beetle" (which is still a beetle) began production in the late 90s, while the "old beetle" never stopped "worldwide" although it stopped in the usa, definately.

Theory has it that it was designed by Henry Ford in 1933.
I have seen photos of the 1st beetle, and a car designed by Ford and they are virtually identical.
Fords had a rounded body with a side valve V8 mounted in the rear, he even said it was designed for the people, (people mover, Volkswagen.)
However he decided it was more suited to Europe and plans went there and was seen by Hitler.
The rest is history.
