If i have points removed do I pay the £19,and I automatically get issued with a plastic licence,or do I also have to pay for the upgrade to have the plastic one made(another £19)instructions are not very clear,is it £19 or £38.

DVLA no longer issue paper licences. When you complete the D1 & send it off with the £19-00, you also have to provide photo ID etc, which confirms they will send you a plastic photo licence once the points have been removed.
You only pay the once.

Assuming you are in the uk, give the dvla a ring and speak to some one "remove expired endorsements £19.00 "

Removing expired endorsements
If you are a paper driving licence holder you must complete the D1 application form ensuring that all the relevant questions are answered. You will need to enclose original documentation confirming your identity, a passport style colour photograph, your current driving licence and enclose the appropriate fee.

If you are a photocard driving licence holder you will only need to complete the D1 application form and enclose both your photocard licence and D740 paper counterpart together with the appropriate fee.

If your name has changed since your photocard licence was issued, you must also enclose original documentation confirming your new name. There is no requirement to supply a new photograph.

Dont quote me on it but im sure you pay the £19 and your endorsement, if spent will automatically be removed, when you receive your new counterpart and new plastic card. All the best
