hi,i think the best thing to do if you never spoke to her before try saying hi when u see her , become friends first and if u already know her as a friend just ask her out for a bite or a movie the most she can say is no.........

going out should come first...really supervision is best at your age...see if your mom will let you invite her to dinner...if she says ok then ask how shes doing and if she says well then ask her over...
