Not the actual party, but the ceremony where she reads the torah and all. Is the party useally afterwards? do you wear what you're wearing to the party?

You dont wear party attire. This is a sacred religious event in this girl's life. You will also likely be in a temple where they have specific dress codes. Wear what you would to a nice church wedding/funeral, or a job interview for a great job.

Button up shirt, slacks, plus a tie/jacket if that's your thing. You're going to feel a lot more self-concious if you are underdressed than you will if you are over dressed. You will likely be given a yalmuka (the little skull cap) to wear at the ceremony.

If, I've misread your gender (sorry!) then the same ideas apply, but don't wear spaghetti strap dresses, there are some temples that are still very strict about a woman having her shoulders covered.

It depends. If the party is right after the ceremony (it should say on the invite) make sure that you wear whatever you would to the party, but have your shoulders covered (so wear a wrap or a bolero sweater or something like that to cover your shoulders in the synagogue). If the party is a nighttime party (meaning there is a few hour break between the ceremony and the reception), then you should wear something church appropriate--a nice skirt and a shirt with sleeves.

If they are Reformed Jewish, then you just wear what you would wear to a wedding. Suits for men, and cocktail dresses for ladies. Be sure to have a jacket or wrap if your dress shows skin, to wear to the actual Temple. For the party, yes you wear the same thing, the party is usually immediately following the Temple. Most Bat Mitzvahs I have been to are like fashion shows, women in cocktail/evening gowns, men in suits/tuxes if it's at a formal place. They are a lot of fun, enjoy!
