I am just wondering if there is a limit on how many times and how often a person from a different country enter the US... If they are from a country in the Visa Waiver Program...

As many times as you can show to the CBP Officer's satisfaction that you are not in need of a visa.

For example: you are the president of a UK company that is owned by a U.S. firm. You come to the U.S. every week to give a report to the U.S. board on your activity abroad. Every week you leave and go back to the UK. You always turn in your I-94W timely and have proof that you return to UK, proof you are the president of the company there, and can demonstrate that you are not doing any business in the U.S. that requires a visa - no problems - 52 times a year.

If you want to tour the U.S. and stay 89 days, pop up to Canada or down to Mexico for the weekend and come back for another 89 days, expect to be expeditedly removed as an immigrant without visa (by definition) or as a non-immigrant without visa (what you actually are.)

If you never go further than contiguous territory, and you return within 30 days intending to resume the same status you have when you left your previous admission is "autmatically revalidated" which allows you to complete your original 90 days (no extensions.)

I think it depends on your reason for being here so frequently. If you have family I'd say you would be able to come more however if you are just visiting all the time I can see how that would be suspicious.

no limit on how often you go, just how long you stay
