How old are you now? If this happened when you were 12, then you're 18 now. If it happened when you were 15, then you're 21 now. Either way, you're an adult, and you know your true feelings. I think you should just talk to him about it. Sit him down, and tell him that you have feelings for him. This will be a lot for him to take in, seeing as how he had no idea...and was even planning to marry your relative. However, you don't want to ruin your chances for your relative. It's hard to pretend you don't have feelings for someone, I know, but sometimes, you have to do what's best for your family. If he asks her (your relative) to marry him and she says yes, then don't interfere. I hate to tell you this, knowing your true feelings, but it's what you have to do if you don't want to start drama. I would definitely tell him how you feel. Sit him down and explain everything to him. That way you can at least get the 411 on how he feels about you. It's a 50/50 chance though. If he's not into it at least you got that off your chest and you can try to move on.

Be honest but not overly agressive. Let him know that you have always had feeling for him. Say that you are not sure if it will lead anywhere or if you will always just be friends but that you would like to see more of him before he makes a lifetime commitment. "No promices from either of us but if you have feelings for me that are anything more than friendship let's give it a try" "If you just want to be friends I will understand that also"

You can always keep this in silance and will always be in mind. Tell him how you feel, how you've always felt. dude you have to tell him... if he likes you then thats awesome... so is he dating your close relative or does he just like her.... or do you even know who the relative is.... maybe he was referring to you... that would be so cool... i wish i had magic powers to make everyone happy if it is for a good cause because i would so do that for you... you seem like you really like him.... that would suck to not be able to be with him...
