Must they return to their own country to become a legal perminant resident???

Short answer yes........

What I don't understand is how a person can think that a person who's very first action on US soil was to break the law could be a good candidate for citizenship.

Depending on how you enter this country if you jumped a fence (crossed the border ) yes ,but if you came on a plane with a valid visa not necessarily. Really depends o your particular status. I would consult an immigration lawyer ,they can give you more answers appropriate to your particular case.

They get deported to their country and denied entry until they get all the legal paperwork done to become a citizen and enter USA legally.

eventually will get deported...Is not such thing to go back to their country to became a legal permanent resident here in the States unless is in the process of getting their status fix=became legal resident here...

Well, I would suggest if you came in to this country illegaly you take a running jump for the boarder as fast as you can. Because you are a criminal. And the penalty for boarder jumpping is federal jail time.

Depends on how they entered. You can be here illegally but when you came you entered legally.
