Seems there is a conflict of interest so was wondering is this legal. I always thought Don King was a promoter / manager but maybe he is just a promoter.

No, it's a conflict of interest, which is why for years Don King was the promoter of all of the major fighters and his son Carl was their manager.

It's legal, Roy Jones and Oscar DelaHoya are pretty successful at it.
