Incest is considered by many experts to be a particularly damaging form of sexual abuse because it is perpetrated by individuals whom the victim trusts and depends upon. In addition, support can also be lacking and pressure to keep silent powerful as fear of the family breaking up can be overwhelming to other family members.
I suggest you call RAIN 1-800-656 HOPE (Rape, abuse, & incest National Network)
They can point you in the right direction and give you better answers. I'm so sorry that you and your brother are going through this. Just stick together and be there for him. Your support is the best thing you can give him. But get help right away!

Get your brother and leave the house immediately. Go to a neighbor or a friends house and call the police. Do not let your brother take a shower or change clothes. They will need those items for evidence. If he is violent, get out of the house as soon as he goes to sleep. Don't let him catch you.
Take care of your brother as best you can, he will need support and comfort during this time.
I know that you are scared but you don't want your dad to keep doing this to your brother (or to you). If you don't stop him, he won't stop himself.
Your father has issues that aren't YOURS. No one is responsible for his behavior but him.
Please take care and be safe.

Confide in an adult you trust completely.Do this right away and in secrecy. If you don't have one person you can do this with then call in secrecy an emergency number for a rape counsellor and tell them what is happening. They should be able to assist you in what to do next.
It's okay to be scared. You are human and you care about your brother but don't do nothing because your brother needs help.

What did you do when you saw it happen? What did your father do when he noticed that you now know? Your father just did not continue and say nothing to you. It is your responsibilty to bring this attention to others so no one else gets hurt. If you go to your mom and she does not believe you which very well could happen then you should call the police yourself. Or have another adult do so. The police then by law have to report it to the CPS and they will investigate the complaint.

I've been raped. Get help for him. It is VERY difficult to deal with, and it's been....10 months. Do NOT let your father get away with this. He is sick. Think about your brother. Put yourself into the situation. Please do something. Don't be scared, help your brother get away from the situation -- NOW!

If your Mom is a strong woman, tell her. If you feel she won't do anything, go straight to the police or an adult you trust and tell them. You need to help your brother - fast.
