you may have spyware on your computer that keeps loading the popups.. Try some free software like spybot search & destroy. It can be found on downloads.com

Be sure to update the definitions before you scan with it.

Consider this (cause it happened to me)
you may have some adware programs installed on your computer. These are terribly difficult to get rid of. Some suggestions to rule this out as a possibility is to install Ad-Aware and Spybot on your computer and do a scan. This can take a while, but the scan will be detailed and complete.
However, if nothing pops up then maybe some pop ups simply cannot be blocked. I've ran into that problem a few times.
Good luck

visit www.download.com for some adware/spyware removal apps.

The best way is, Go out and get Norton Internet Security 2003 or you can just get the Norton Firewall 2003 it has to be the 2003 version. You might need to go to eBay or an on line source. I have that on my computers with no pop ups at all. It stops flashing ads, ads of all kinds and never get a pop up. To test this I went into a porn site and surfed around and got no pop ups.
Hope this helps
Mike

Some popups may not be stopped.
The best anti-popup I have found is at panicware.com
Some popup writers found a way around the popup issue by having popups coming up as new windows, not simply as the widely known popups. Also, some popups people see are not popups, since they are not web pages as such, but are java, SWF, or similar files that might look like popups but operate differently.
Also, one thing to check is what is on your PC; Use ADAWARE SE to rid of the most virulent popups, and these are in the PC, and partially anchored in the Registry.
ADAWARE SE is free from lavasoft.com
