The same way USA people don't raise a generation to clean up 'their' 'corrupt' goverenment.
Well, it's not even their government in the first place, who do you think always mess with the general elections of both USA and Mexico? Not the people. Heck, it's not even the governments.
There's a certain party bigger than the USA government and the Mexican government, this party control all the world's media, wapons, police, prisons, government, drug cartels, and so on.
If you think the government(s) holds more resources than the citizens, then this party holds more resources than every governments in the world.
Anyway. What the Mexicans did isn't jumping the border to look for a better life, since many aren't interested in living in the USA the first place (like high living cost, stressful enviroment, etc), unless they got caught in the propaganda of 'living the American dream'.
What the Mexicans did is providing labors for a country with a labor problem, that exist due:
- lack of people. Not because the USA people don't want to work, but because there's not much USA people to begin with (around 30000 square yards for each USA inhabitant). Much thanks to birth control, 'family planning', distractions, and so on.
- labor laws. Many good potential laborers can't work, because they don't meet the requirements. Many good potential employers can't employ, because they don't meet the requirements. Goods and services have high prices due labor laws increased the price of labor.
Suffice to say, even if the Mexican government is 'squeaky clean', the USA still going to need Mexicans or any group of people for that matter.
How do you think the old Western frontier started? Definetly not with the lack of people and labor laws.

In 1910 when Porfirio Diaz the dictator was in power they overthrow him for the same reason of nowdays and nothing happened. Everybody was hungry of power and the only one who for real wanted a change and land for the peasants and to create jobs and better condition of life for the Mexicans was Emiliano Zapata. Then the PRI the political party whose one of the founders was Plutarco Elias Calles was one of them and from day one they took the power in Mexico for 72 years. Fox, recently tried to made some changes, but it is a titanic labor to destroyed old habits. Corruption is everywhere, not just the police, or the system, the people rather pay to the police officer a "mordida" the "bite" to avoid going to court and pay for his ticket. Little by little the people without noticing was involved in those matters and never stop for one minute to think about the terrible consecuences of their actions. I am Mexican, and believe me, how I see it, Mexico needs to endoctrine its people begining in kindergarten and so on if they want a change. They need to have a new order of life. There is two ways, one like I told you before and it will take time or by force which means a civil war or a coup d'etat and the second would be worst for the United States because people will start a massive exodus to come to the US. It is a very complex situation in Mexico, you have to teach the people, then you have to change the Constitution which has a very archaic laws. Fox in the other hand never pay attention to the narcotrafic and now Calderon has this huge problem that turn into a social cancer for Mexico as well for the United States. I hope one day Mexicans don't need to leave their country for a better life, there is a damage for Mexico also, to suffer the loss of so many people that they abandon their lands and factories. I hope that I help you to understand my country complexity and not to judge the poor people who come to your country for lack of opportunities in their own land.

The problem with Mexico is that the country still has a lot of growing up to do. Their culture doesn´t have the same attitude toward the future as ours does (ie, thinking of the future, saving money, etc) and they almost never think of the consequences of their actions. They acknowledge that their government is corrupt but always assume that someone else must be responsible, and never take the responsibility upon themselves to fix things. They are also brainwashed into thinking that it is the US´s fault that Mexico is poor. It´s always someone else´s fault, they are never responsible for anything, out of sight, out of mind.
Another major issue is that there is still far too much machismo in Mexican society and women are still considered inferior to men in all facets of life. I know grown women who still have to ask their husbands for "permission" to do anything. Mexico will not achieve status as a fully developed nation until it´s attitude towards women changes.

I think it because its passed from generation to generation and no one really knows how to clean it up. The corruption begins with the president of Mexico who only wants to be there for the money.. and his people who work for him. They dont care about the people and how proverty has corrupted the country. When there is proverty there is crime. They think the only way to get a better life is come across the border, which is illegal.. And coming across is not better, cause they have to watch their backs everyday for INS... The problem with Mexico is they asked the Americans for money , but when they get the money, I think it stays only with the President of Mexico and he does what he wants with it.. And its sure not helping his country.. Greed.... Greed.... but its been such a long history of corruption that the generations now, proably wouldnt know how to improve it.. so i suppose its gonna continue... sad to say

Its not that easy as it sounds. The police, prisons, government is corrupt. Idont think there is anything that isnt corruptable down there. Unfortunately, to end corruption u have to tear the root of the problem not sure what that is but i think drug cartels play a huge role in it. Even if a government official does something they might get them selves exectued by one of them. The sad thing is that americans are feeding the drug cartels .

Good question Shanna. Unfortunately I don't have an answer though. My guess would be that overthrowing a government isn't the easiest of things to do. Especially when the poverty level is staggering.

Path of least resistance. one of Natures irrefutable laws...like gravity.
As long as the US government panders to them, allows them easy access to taxpayer provided benefits, continues to grant citizenship to their offspring in spite of what the 14th ammendment actually says, there is no incentive for them to change anything.
Our politicians are criminally liable for this mess. I am as anti-illegal as they get but in turning this question around:
What are we doing about our corrupt government?

Border agents are in prison for doing their job.Brought to trial by our own government. We are a great example of what Mexicans can do.
