What ever you do don't click on that link. It is trying to infect your computer.
Run the 3 scans below and add spyware blaster to your security.
Update and run your Anti-Virus program. Don't have one? You can run a free online scan from CA.

Sound like it is windows security norifying you that you dont have actiove virus protection. Install avast free antivirus or avg and the pop up will dissapear. If you have virus protection that has run out then uninstall it first in add/remove programs.
Do not click the calloon incase it is a ZLOB infection email me for the link to reomve it if installing the virus protection doesnt work.

Clicking on the balloon opens up your program you use for virus protection.
When to click on the balloon if you have an anti virus program on your computer, see if it needs to be updated then select to update .
