To make the hair grow back slower you have to wax, then your body has to make new hairs all over, and the stubble won't be as noticeable. However this can cause other problems such as ingrown hairs. I wouldn't recommend creams to make it grow slower, those are a sham, think about it, the hair grows from inside your skin at a constant rate, short of a cream full of estrogen nothing will have an impact on that.
As for irritation, take a shower or a bath, then use a good shaving cream(if you cannot find a good ladies one use a man's face cream as it'll be made to glide over coarse hair).
Shave with the grain of the hair, not against it, this will stop the skin from getting pushed up by the hair and then getting cut by the razor(it's like a microscopic cut but still irritates).
Then moisturize and enjoy.
The only other tip I can give that I've heard is that getting sun and warmth will mean less hair. Appearantly immigrants in Canada from warmer areas start getting more hair, presumably for warmth. I'm not sure if it's 100% true but can't hurt.
No matter what, experiment a bit and do what feels right.

I shave each 2 days for my decrease leg. in spite of the indisputable fact that, I positioned on pants or tights on a daily basis (yay artwork) and with blonde hair on my top legs I also have a tendency to try this approximately the different shave so each 4 days ish. I find it better to shave while Im in the shower then at the sink or tub. Also I use tons of shaving cream to be sure I mousturize my legs enough. I also shave only every other or every 2 days I do find my legs get irritated easier if I shave everyday. It is kind of a pain in the summer but Ive learned to deal with it.

I had that problem when I was younger. I know it is not fun. I started shaving with the newer blades. The razors with four blades work very well. (Venus for women) You could also try using conditioner while shaving to stop the skin from drying out. It also helps to use cold water instead of hot water.

i use the shave the day (with shea butter) from bath and body works. It makes your legs really soft and helps prevent the bumps and redness. I can't promise it makes hair grow slower, but at least your legs won't be red!

Shave when you take a bath or a shower, make sure you use a good razor and that you use soap or foam.... do your legs from top to bottom... and use lotion after you're done.

moisturize them, not having that oil in your legs can cause this, there are products ont he market to use to prevent bumps, i suggest using those and there found with the shaving creams and have extra things those cans of shaving cream dont and there gel based not foamy

get a sharper razor, wrap your legs in steamed towels for 20 min. before shaving, then apply aftershave cream, or laser the hair.

Try using a depilatory cream such as Nair or Veet- it’s not expensive and you can use it every couple of days. Also, the hair grows back thinner than before.
