I am currently running Vista Ultimate Beta but I am looking to purchase the final version. Does this mean I have to start all over again and perform a clean installation? Or will the Ultimate disc that I purchase simply upgrade the Beta version to the proper release version?

Just get the upgrade. I ran RC2 for months, and then on February 1st I bought and installed the upgrade. I kept all my files and settings...and it went flawlessly.
I was surprised, but there was actually a number of detectable differences between the RC and the final. It "feels" different. Very nice. I haven't had a problem yet, and haven't had to shut-down or restart the system either.
