Windows XP USB 2.0 driver is in Service Pack 2, after you install service pack 2, go to device manager , click unknow USB device and update, windows should able automatic detect the drivers.
Windows 98, you need at least Ver. B to support USB 2.0, even you have Windows 98 B or C, you still need the driver from motherboard mfg.

If you have "Genuine" Microsoft O/S, go to Microsoft Update Site,
You 'Should' be able to download the required drivers for WIN XP, after Microsoft 'Verifies' your O/S copy. On the WIN 98. Microsoft does not support it for 'Free' any more.

Start/Control Panel/System/Hardware/Device Manager.Click USB2 and check properties.
Update driver. Read the message.Driver/s are already there in XP.
Also do a Yahoo of Google search.
